ARA Romanian Water Association

Main project features

Coaching Staff from 4 Romanian water utilities in applying the methodologies and strategies of the IWA in evaluating and reducing the NRW water situation in their respective networks

Activities Performed

Development of a Pilot Project using a stepped approach entailing 4 Workshops and 4 Phases. KANA Hydrocontrol undertook a coaching role, transferring knowledge during the workshops to the utilities’ staff and explaining the work that is to be carried out by the utilities during the phases.

Phase 1 involved the understanding of concepts and the IWA’s methodologies and terminologies. In Workshop 1 the project methodology was presented and the data that had to be collected by the utilities staff during the next phase. In Phase 2 the data for selection of a DMA area was collected by the utilities’ staff. In Workshop 2 the DMA principles were presented and the DMA areas that were to be se assigned as pilot areas for the project selected. In Phase 3 the utilities constructed the DMAs, installed monitoring equipment and collected monitoring data from the pilot area. The data collected during Phase 3 was used during Workshop 3 to carry out a Water Balance with the top-down and bottom up methodology, analyse Minimum Night Flow, determine performance indicators and setting targets and the NRW reduction strategy that will be followed. During Phase 4 the utilities applied the selected NRW reduction strategy and kept records of all actions taken and of the corresponding NRW reduction achieved. In Workshop 4 results from the project were presented and discussions on further actions for upscaling the methodology decided.

Outcome

The pilot project adopted a step by step approach to kick start sustainable NRW reduction and proved that NRW performance can be improved based on a proper understanding of the needs. A small area of the network (DMA) is addressed at a time, thus offering a manageable way for utilities to incorporate in their busy daily workload measures for NRW reduction. Although addressing one DMA at a time may be considered a small step, it provides a sustainable way forward within the available utility resources.
