Support for project preparation mainly in the design of an approach for the PPP to deliver 24/7 in a phased, cost effective, and sustainable manner comprising a package of activities including an appropriate, phased, design & review processes, use of common tools to support these processes (such as hydraulic models, creation of DMAs), and introduction of incentives that encourage behaviors that support achievement of the project objective.
